Your hard drive could be too full of data

archive/backup & delete old data to a CD, DVD, network or another drive. (not got one? then go here for upgrade options)
delete temporary internet files (from the tools menu in internet explorer select internet options and on the general tab select delete files) or delete internet history if you surf a lot (as above but select clear history). Some firewalls have a built in "cache cleaner" that works automatically in the background.
delete unused programs or programs planted by adware, malware or viruses (find out more and how to get rid of these)
or use a clean up utility such as that supplied with your OS
 

Your hard drive is too fragmented

Run the hard drive defragmenter (Defrag in windows) regularly and at least once a month.
or buy a good off the shelf utility that maintains your disk's data for you.
 

Installing and uninstalling programs

If you haven't already got one, an uninstaller is a must especially if you intend to use the internet or if you ever add new programs that are not made only by your operating system supplier.
Clearing up programs is best left to specific programs designed for this job but make sure you have a backup
Clean the registry is something you should be doing regularly using a reliable utility such as Glarysoft Registry Repair or Registry Mechanic.
Check your system has all the necessary files and services running otherwise restore your last good position
Installing a fresh version of your OS is ideal and will save your data and programs but may take some time
 

Too many programs running.

Remove background programs by opening task manager (Ctrl + Alt + Delete). Click on a program or task and click end task - windows will say if the program is critical and give you the choice to change your mind.
 

Slow start-up

Check you system is starting the way you want it to by checking the system configuration. Run msconfig from the run box. Select the start-up tab and remove what you don't need .
Some programs may be adware, virus or malware and will also need removing but this can be more difficult. (go here for more help on how to get rid of these)
 

Conflicting devices or drivers.

Open your device manager and correct the settings on the offending device or disable it.
